effect armor consistency

fire immunity effect invisiblity effect

level 1 only effects entity; armor doesn't turn invisible, fire lava does break armor.

level 2 also effects armor: invisible armor unburnable armor.

maybe the potions have level 1or 2 based on brewing or it depends how the effect is applied if they drink it then it's level 1 if they splash it then it's level 2.
