Re-Add artifacts without soul cost

Some artifacts like for example the totem of regeneration or the firework arrow didn't have any soul cost attached in MCD1. I prefered this system of MCD1 where there were both items that used souls and had a cooldown as well as items that only had a cooldown (especially for items that are used inbetween battles like the totem of regeneration it would be better to have no soul cost).

    Honestly, I kind of like the new system since it makes souls actually useful instead of being relegated to certain character builds.

    Perhaps adding some way to regenerate souls overtime? Though honestly, that might already be a talisman. I’m not sure.

    To the person above: There’s already passive soul regeneration by default, but it’s really slow. The Sift tides modify it.
