    I actually like that the ice ball does not give the freezing effect. That way it gives you a sort of progression: snowballs do no damage, ice balls do damage, and freezing tipped arrows do damage and give the freezing effect.

    A freezing splash potion should put out more fires than a splash water bottle. It could even freeze blocks such as water and lava into ice and obsidian. It could also prevent undead mobs from burning in sunlight, or maybe even Piglins from becoming zombified in the overworld. Though it could do even more damage to heat-based mobs like Blazes and Striders

    The freezing effect could convert zombies into frostbite like powder snow does

    The freezing effect should protect Snow Golems from warm environments, allowing them to exist in places like deserts or the Nether. Same with powder snow

    I love how it turns Striders cold, even when they are in lava. However, if they are already cold on land, I notice that it actually makes them warm first and then cold once they start taking damage. However, I'm actually fine with this. It fits with the idea of people who get frostbite feeling uncomfortably warm

    I've heard that strays are hard enough as it is, but they could be made to shoot potions of freezing rather than potions of slowness.

    I noticed that the freezing effect is mitigated when you are on fire or in lava, which I like. It doesn't remove the effect, you still have it, it just doesn't affect you. Once you get out of those situations, the effect resumes.

    However you are still burned by the fire. What if they actually cancelled each other out? Either the fire was actually put out, or it does not affect you?

    Or what if freezing was like a reverse fire resistance? What if one raises your temperature so you are cold in normal environments but fine in hot environments, and the other lowers your temperature so that you are warm in normal environments but fine in cold environments?

    While it doesn't do anything when you are standing in fire or lava, it still does things when you are on fire but not in fire. This should be changed

    I think it still could use a few changes to make it different from poison. 
    Before the player starts taking damage, hearts should start turning blue from left to right (to indicate how cold they are). When all red hearts are blue the player would start taking damage. So you would freeze faster the less health you have.

    I feel like this effect shouldn't affect Blazes and Magma Cubes, considering that they're the hottest mobs in Minecraft (and not in the attractive way)
