Ability to build on bedrock nether roof

I cannot tell you how many times I've had to put away a build I wanted to do cause I can't build ont the nether roof in bedrock edition. And worse Java gets to build on the nether roof and make beautiful farms and such but the majority of us cannot. Why is this and please please fix this I beg of you
