Add the rascal in new drop

I think it's time the "rascal" gets its chance, since playing hide-and-seek in a snow biome would be ideal and perfect for the new snowy biomes to provide resources Lighting and exclusive items like the new snow caves, to make it less broken, you just have to look for it in a way similar to what the wandering villager does sometimes.
