Basic parity

There are many small parity issues that could probably be solved quite easily. The first one is the nether roof. Bedrock played should be able to build on the nether roof just like Java can. Surely you just have to change the build height limit in the nether. Second is chunk loaders. Make ender pearls load chunks like they do on java.
