Add a setting to create a custom background panorama using screenshots

In Minecraft, it is not possible to create a custom background panorama without using resource packs. Resource packs are not always easy or safe to download. Could an update be released—specifically for the 26.70 Gamedrop—that allows players to create and set their own background panorama using screenshots, directly within the main menu settings, without needing resource packs?
