Luck effect should also affect mob drops and block drops

I imagine it working like how Looting and Fortune enchants work. Also, it should have an additive effect with those enchantments. For example, Looting 1 + Luck 1 would simulate Looting 2.

I think this allows the Luck effect to be more usable in Survival mode.
