In real life, goat's horns are made of live bone and are incredibly brutal and gross to remove. Currently in Minecraft, they can fall off the Goat's head if it rams into a wall. If a real goat lost its horn in such a way it would most likely die from blood loss or infection. Minecraft presenting goats as capable of safely surviving having their horns removed is potentially harmful.
Just as Minecraft removed the ability to feed cookies to parrots for animal cruelty concerns, I think the method of obtaining the horn should be changed to not reflect mutilation.
Goats could instead just drop the horns when they die, or maybe baby goats could 'shed' their baby horns when they grow into an adult. This would no longer imply to players that you can safely remove a Goat's horn.
