Add Potions/Arrows of Bad Luck

In Java Edition, there are Potions/Arrows of Luck in the Creative inventory. As the name implies, they grant the Luck status effect.

However, unlike a lot of the other Potions/Tipped Arrows, they have no counterpart which grants the Bad Luck status effect. Thus, I would like to suggest the addition of Potions/Arrows of Bad Luck to the Creative inventory. If these Potions/Tipped Arrows were officially added to the game, we would no longer have to use custom NBT to create them.
