Make Potions/Arrows of Decay Obtainable

In Bedrock Edition, there has been an unused Potion/Arrow of Decay for a while. At present, it is only available in the Creative inventory. However, in light of the fact that there are now Wither Roses in the game, it would be great to see these items obtainable in Survival. The Wither Rose would make an excellent ingredient for a brewing recipe.

If a recipe is implemented into the game, it would also be nice to have the feature on Java Edition. Potions/Arrows of Decay have been missing from Java Edition for a long time.
