Leaf litter only drops when broken with a hoe

Leaf Litter is annoying. when you want to build something on a flat area in the forest you need to destroy them but if you do your whole inventory is full of Leaf litter stacks. my idea is that no matter hoe you break Leaf Litter piles they dont drop as an item unless you use a hoe then you get the actual item. it makes sense because you dont have it if you dont want it but you can farm it as usual. also water should just remove it.
