Add Red Phantoms as a rare insomnia event

Red Phantoms There should be a 15% chance each night that the player cannot sleep. The game says: «Sleep Apnia is stopping you from sleeping. Say hello to the Phantoms.» This causes Red Phantoms to spawn. They are faster but weaker than normal Phantoms and can use Dragon's Breath. There is a 20% chance they can pick the player up and drop them into nearby water. Red Phantoms can survive into the day, but become slower and weaker. They disappear when the player sleeps or moves far enough away. When normal Phantoms spawn, Red Phantoms become more likely to appear and gain the ability to use Dragon's Breath.
