Chains should stop mobs from walking through them

I've never posted here before, but this is so absurd and obvious that I MUST.

 

I made an amazing Armadillo enclosure by running chains between fence posts...then I watched them phase right THROUGH the chain. WHAT!? I understand walking ON a chain, but how on earth do things go THROUGH them? That makes zero sense. I understand being able to pass between a row of chains. That is like reality. Two rows of chain stop 2-block high mobs, why doesn't chain stop 1-block high mobs?
