Barbed wire.

Add barbed wire; it can be crafted using chains or iron nuggets.

It deals minor damage upon contact.

If powered by a redstone signal—or if a lightning rod connected to it is struck by lightning—the barbed wire becomes electrified.

In this state, it deals damage within a 3x3x3 area; furthermore, passing through the electric field and touching the electrified wire itself results in even greater damage.
