A special block that floats that can be built onto.

Some kind of buoyant block that can be built onto. This would make implied mechanics of sunken ships make more sense.

    how would something like this even work? would it act as an entity like the happy ghast or just place on water, if its an entity that would seem very modded and if it were the latter it wouldnt be too useful

    That is up to Mojang to decide. The base idea is some solution for ship building. How mojang goes about it depends on how they want to go about it. It would improve the game by allowing ships to actually move. Not just be stationary and without any purpose. It would also make the implied logic of sunken ships make more sense.
