In the spirit of the semi-recent addition of the ominous bottle, solving the issue of Bad Omen presenting itself upon the player with little choice, I present a solution to creeper griefing against the player's will.
I recognize that the creepers are an icon of Minecraft and changing their behaviour near decades after addition would be akin to sacrilege.
I do not propose to scrap the exploding mechanic of the creepers, only retool it. Instead of creepers exploding within the proximity of a player, I suggest that creepers advance towards the player but remain entirely passive, only when attacked do they explode. (perhaps this could be immediate or have a short merciful fuse.) This turns the creeper from just an exploding zombie to a landmine of sorts which must be avoided entirely during combat.
Flint and steel would still be able to light the 'fuse' of a creeper, as this is intentional player behavior. Perhaps this feature will be defunct upon arrival of my suggestion, but it should remain as an Easter Egg.
In order to allow pvp based creeper farms to not break, perhaps a weapon enchantment could be added to circumvent the explosion: "Pillow Pierce" ... "Silent Strike" ... "Gunpowder Guise" ... to name a few half-baked ideas. Weapons with this enchantment will allow the player to kill creepers as they usually would, granting gunpowder upon death.
Any non-player damage will not set off the creepers fuse, ensuring that fall or campfire-based creeper farms will remain functional.
