New structure: Withered Ruins

The Withered Ruins would be a structure spawning in the Overworld and Nether. It would have a new mob, the neutral "Withered Survivor" that has advanced AI with capabilities to use a shield and critical/sweep attack. The loot would consist of basic survival needs like steak, cobblestone and iron. The basement would contain the best loot and a unfinished Wither with a trapped chest that contains Diamond and Iron gear and Wither Skeleton skulls, soul sand and bones. The Withered Survivor can generate with leather to diamond, and rarely netherite armor or a mix and can drop its "inventory" which is a loot pool. The ruins will almost always have a nether portal completed and a watchtower with "Withered Guards" that are armed with enchanted Bows or Crossbows or nothing but a stationary TNT launcher. This new structure is similar to a bastion and will generate uncommonly but not rarely.
