Minecarts and Rails update

This update would make rails into entities, so you can place certain blocks over them, like cobwebs. You can also click nearby rails to switch to that path, and there would be a new minecart variant: the Go-kart. It’s a minecart with a booster, which you press space to start boosting, but you need to put gasoline in it first. Also, increase the max speed of minecarts and add the game rule to increase the max speed on mobile, and add mid-air minecart physics to bedrock aswell.
