destroying mob spawners should require diamond tools

Successfully mining breaking monster spawners should require the use of diamond tier tools like a diamond pickaxe in order to make removing them not just more difficult but impossible until players progress, this would passively make the game more challenging and balanced for players who don't want people to break spawners and people who want to can just with diamond tier. Forcing players to place light sources around mob spawners to prevent spawns or seek diamonds.
