When a crossbow arrow with Piercing hits a chorus flower or a decorated pot, the block breaks but the arrow stops dead and falls. I suggest that Piercing arrows keep their velocity and continue flying through blocks that destroy themselves when hit by a projectile. Only those two blocks would change; anything an arrow merely pokes (bells, target blocks, candles) would still stop it, and arrows without Piercing would behave exactly as today.
Two things in the game already point this way. Piercing already ignores obstacles once: shields do not block Piercing arrows. And one arrow can already break several chorus flowers today, because the arrow wakes up when the flower it hit disappears, falls, and breaks the next flower below it. So there is no "one arrow, one block" rule to protect; this would just turn that clumsy vertical cascade into a deliberate mechanic. It would also give Piercing a small identity boost outside of combat, for example harvesting chorus fruit in the End with well aimed shots, or lining up decorated pots and trying to break as many as possible with one arrow as a little minigame.
