Why not give Endermen the ability to protect themselves from the rain using a helmet? Other mobs, like zombies and skeletons, can wear them to shield themselves from sunlight—so why can't Endermen do the same?
Their head shape fits the size of a helmet, and since Endermen built entire cities in the End, I think such an advanced race of mobs would be capable of figuring out how to wear helmets for protection against precipitation.
