blocks on top of beacons should not turn off beacons

Beacons should not be turned off with a block placed on top of the beacon as many builders don't incorporate beacons in there builds as either, they have to remove all blocks blocking the beacon or the beacon beam going past a certain range makes the build look unpleasant. I propose that at least one block of beam should be visible for the beacon to work or have redstone be able to turn beacons on and off.
