Make the nether roof different but good building space for both editions.

I have an idea that could make the nether roof useful and unique building place in both editions, without it being problem for java players and i'm not proposing adding bug to bedrock edition.  

We should add a new bedrock layer in the same height as java's build limit. Between that should be added dripstone looking structures made from bedrock too reaching from the original nether roof to the new roof in y=256. They should be about 100-300 blocks separated from each other, so that constructing large structures there would still be possible.

It would be mystical empty space where people could build everything they want.

To get "legal" way to get here, we’d need to get some kind of portal to get there, and obtaining it should be a major undertaking.
