Nether Fortresses with no netherwort should not exist

by far the worst part of playing survival minecraft is having to grind about in the nether with no idea where nether fortresses are. It is therefore absolutely insane, sadistic and evil that the game should generate them without nether-wort stairwells.  Please update nether fortress generation so there's always a stairwell, just as there are always two blaze spawners. 

Whilst you're at it, provide a way to find nether fortress maps, so that we don't have to resort to chunk-base just to get some elytra.   Cheers.
