Add Atribute Swamping Game Rule

Atribute Swanping almost was corrected, but mojang revert it becuse of PVP comunity
To avoid problems, there could be a gamerule of Atribute Swamping
If off, the bug is not in your world
But since Atribute Swamping transfer enchantments and 0 durability, when the Atribute Swamping game rule is on, your world is not any more with Achievements/Advancements
if you want to PVP, turn on
if you want Achievements/Advancements, turn off
