Add Impulse Arrows that inherit MC-101770 so that it can be fixed elsewhere

MC-101770 causes projectiles on Java Edition that are fired by players to deflect other projectiles (i.e. Fireballs and Wind Charges) in the direction the player is facing, instead of properly deflecting them in the direction that the player's projectile is going. Keeping this behaviour is beneficial for certain contraptions that detect where the player that fired an arrow is facing, but it doesn't make much sense in regular gameplay.

A new arrow type, Impulse Arrows, could intentionally have this behaviour, which would make it possible to patch the bug for all other projectiles without breaking contraptions that use this bug, since the arrow used in these contraptions could be swapped out.

To make this feature worthwhile outside of the existing niche use-case, Impulse Arrows could also force mobs in the direction the player faces on hit, perhaps with a strong knockback force. This would be clarified in the tooltip: "When target hit: Applies impulse in direction that attacker is facing toward".

Finally, these arrows could be crafted by surrounding an Echo Shard with 8 regular Arrows in a crafting table, resulting in 8 Impulse Arrows. This might be too expensive, but would give Echo Shards a fitting use; they're also used to craft Recovery Compasses, which similarly tracks data about the player. Since Echo Shards are Uncommon, Impulse Arrows would also be Uncommon.

    You know, I actually think this is super clever! I don’t use this bug, so I’m uncertain if it would satisfy those that do.

    But for any mapmaking, this should be the perfect fix! And even works well for making cool plays! Turns them into something more deliberate instead of just using a bug.

    I really like that it isn’t just “an arrow that uses the bug”, but knocks back any enemy hit in the direction you are facing. You could pull mobs towards you, force them off cliffs, or maybe even make them take fall damage by looking straight up!

    Very unique idea and makes echo shards suddenly feel very cool!

    I really hope Mojang adds this!
