Update Blue Axolotl Breeding Chance to Match Current Population Estimates

When axolotls were added, blue axolotls had a 1/1,200 (0.083%) breeding chance, referencing their estimated wild population at the time.

The wild population is now estimated at around 50–1,000, so this number is outdated. A 0.083% chance is also extremely frustrating for players. Getting a blue axolotl can require breeding hundreds or even thousands of axolotls and can take several real-life days of dull repetitive grinding. At that point, it feels more exhausting than rewarding. Increasing the chance would still keep blue axolotls rare and special without making them unnecessarily frustrating to obtain.
