Make cocoa bean placeability data-driven

Currently, cocoa beans can only be placed onto jungle logs, and this is hard coded into the game. If there was a "can have cocoa beans" block tag, this functionality could be easily changed by datapack and modpack creators. This would be good both for players who want to tweak the vanilla gameplay and for creators who are making custom adventure worlds and modpacks.
