Mob votes- re-using ideas

Use not-voted (but close) mobs in old mob votes to create a new mob vote. Then there can be mob-votes a little more often and mobs, like the penguin, have a second chance!

    I’m Glad Mob Votes Ended And Hope They Never Come Back. I Think The Losers Will Get The Copper Golem Treatment And Get Added With A New Purpose.
