Would it be possible to exceed the 2 GB in-game storage limit?

Worlds take up a lot of space—as do world packs and texture packs—meaning we can't have many large modded survival worlds because of this.

  Not really, the limit is enforced by Nintendo themselves. To prevent games from eating up the save data storage.
