Make sugarcane faster to grow with bonemeal on java edition

I think that this should be implemented for java edition because on bedrock, you can bonemeal sugar cane to get more quickly. but on java, you cant bonemeal sugar cane which makes getting paper and books quite slow. Therefore if this was added to java, sugar cane and other resources that cant be obtained quickly can be fixed
