Add concrete stairs and slabs to the stonecutter.

The only way to make Concrete Stairs and Slabs in the newest snapshot is through crafting recipes. Stonecutters should also be able to cut concrete into its stair and slab variants, since hardened concrete can be cut in real life. It would also make building with concrete much cheaper and more convenient, especially for large builds.
