Allow Nether Portals in the End after defeating the Ender Dragon

Currently, we cannot light a Nether portal in the End. It would be amazing if we could activate it, but only after the Ender Dragon is defeated (or after defeating it a certain number of times). This would prevent players from breaking the game's progression, while creating a great fast-travel mechanic for late-game exploration in the outer islands.
