Goat Horns can interfere with audio-based hostile mobs

Goat horns are a unique item, gathered in an interesting way from the goat mob. However, they offer very little function at present for the player to want to gather them.

Meanwhile, there are hostile mobs for whom audio-based movements/attacks are vital: e.g. the pillagers' horn and the warden. It would be a real shame to leave out goat horns from being integratable with these mobs.

I suggest (provisionally) something like:
goat horns make pillagers and wardens temporarily confused, or if timed correctly, could block the warden's soundwave attack. Exact balancing would need to be investigated, but some interaction could provide utility for the player against pillagers and wardens using a currently non-worthwhile item and mob.

-Goat horns can be played via redstone activation of a dispenser
-Blowing a horn near powdered snow causes a small radius of snow to 'settle', revealing unsafe patches
