Rain should stop above the cloud layer

When flying above the cloud layer with an Elytra or building at very high altitudes, it still rains even though the player is above the visible clouds. It would be more immersive if rain only occurred below the cloud layer, while players above the clouds saw clear skies or sunlight during rain.
