Makes so snow doesnt generate on light level above 1

The idea is that snow still can melt on light level 12 or above, but new snow layers cant generate if light level is 1 or above, this would allow to remove snow from areas much more easier, since at the moment the only viable ways are to either cover the entire sky or cover everything with string.
