Give the Fletching Table a Crafting Purpose

The Fletching Table currently has no real functionality. I think it should be used to craft arrows more efficiently, similar to how the Stonecutter makes crafting stone blocks cheaper. For example, the Fletching Table could craft more regular arrows with the same amount of materials or craft tipped arrows more efficiently by reducing the material cost.
