I think there are 2 things that should happen to fix this issue where once you have mending armour, you never need gear again, unless you die so maybe an extra 1 set. I think durability kn gear was actually a good thing.
My first idea was to judt restrict it to elytra for example, since 1, they are annoying to farm and 2, the repair material is not reasonably farmable.
The next idea that makes sense is to make it only (or also) for gold gear. As gold is super breakable, it actually makes sense to have mending for it.
Finally, this change should not happen unless we adjust base repair method. For example 1 netherite ingot should fully repair a tool/armour piece with how difficult it is to obtatin it. The other thing is, not sure if it is already the case, but it should not increase in cost of xp every time (should be reasonable especially for earlygame stuff like iron, and to some extent diamond repairs (maybe could add a repair kit)
Overall this update could be a tools based update, where othwr enchants are also looked at, perhaps considering new additions such as a forge (to get apotheosis like stats for gear variability and uniqueness), tinkers construct like tool making and maybe some gear modularity like ender io has (bonus inventory/backpack, elytra combined on chestplate, potion slot to have an effect on as long as you have potions filled in it like nightvision pots in your helmet (note I did not say night vision helmet as to not make the potion making useless)).
