I am very passionate and serious about having minecarts be a useful form of transportation in Minecraft, instead of only really being used in redstone contraptions. This will be the first of a series of posts I make which I will continue to title similarly. I hope these posts will make their way to the game for all the emerging minecart system enthusiasts.
Because minecarts require rails and infrastructure, you should be able to make them go much faster. Having a max minecart speed increase tied to a game rule will exclude people who play in hardcore worlds who cannot run commands.
Without having to change a game rule, 24m/s being a hard cap seems balanced when comparing to the max speeds of other forms of transportation (faster than the fastest horse and slower than an elytra). However, from experimenting a lot with the various minecart speeds, I believe the best way to improve minecarts is to not completely change how they currently behave, as this would break many redstone contraptions that rely on how minecarts currently function.
With the increase in top speed to 24m/s, there should be a few other changes which I will outline in other posts to adhere to guidelines and keeping ideas separate. The following things I will touch on are
