TL;DR: The efficiency enchantment reduces the mining delay by 1 tick per efficiency level, instead of increasing block breaking speed.
Currently, mining speeds do not have smooth progression. It goes from a cap of 3.33 blocks per second without instamining, then jumps straight to 20. Additionally, in the late game when players are setting up beacons, they will likely already have an efficiency 5 pick, and a haste 2 beacon gives only a 12.5% speed increase when mining deepslate.
To fix these problems, the efficiency enchantment should reduce the delay between breaking blocks by 1 tick per level. This is a smooth progression system, and still allows a 1-tick delay at level 5. This allows a reasonable minimum time per block broken (1 tick delay + 1 mining = 2 total), so it is neither inconveniently slow, like mining deepslate(which this fixes), nor imprecise and laggy, like instamining.
This also matches the enchantment's name, efficiency, as it reduces unnecessary waste. This is why efficiency shouldn’t affect physical break speed, while haste does, as its name suggests. An additional benefit is that haste beacons are worth setting up in the endgame, but beginning players stumbling across them in multiplayer will still have the tick delay, so they won't be able to instantly mine stone with a gold pickaxe. This is also much simpler to get your head around for new players who don't understand mining yet.
