I think different materials should lean towards different enchantments. Why? because right now, most minecraft players don't have too much reason to use different materials other than strength. materials like leather, chainmail, gold and netherite don't get much use because they're either weak, or too hard for little reward. Here's what I was thinking:
the turtle shell that you can put on your head should always receive more underwater enchantments: depth strider, respiration, etc., but less nether enchantments.
chainmail should lean towards special protections: projectile protection, blast protection, etc.
gold and netherite should lean towards nether enchantments like fire protection and soul speed, and away from underwater enchantments.
leather I'm not sure about, but I'd say maybe "lightweight" enchantments like feather falling and sneaking speed (or whatever that's called).
also, when I say "lean", I mean that it remains a chance, but typically favors those over the others. So a gold helmet put into a enchanting table might still get depth strider, but it's less likely and will probably receive a powerful level of fire pretection.
