Add snow logging for snow layers

With the new addition of the cushions mojang has shown that they are able to add good logging to all blocks, and I think that it is the perfect time to make snow layers fall over foliage blocks and other blocks like stairs, slabs and fences.

    Note, the cushion is an entity (like armor stands), and so can be placed in a variety of places. Bedrock edition does have a system to allow multiple blocks to exist in the same space, and it is used for waterlogging, and snowlogging (which actually predates waterlogging, from pocket edition alpha 0.12.1). However, it would likely be a massive quantity of work for Mojang to import the system to Java, and so isn't likely anytime soon.
