QOL Improvement to Customize the "Debug charts:" Tooltip From the F3 Menu.

Many times whilst using the F3 menu, I find that the "Debug charts: [F3+1] etc." gets in the way of my view and spans practically the entire screen. I am proposing a solution that can customize this tooltip so F3 menus can be easily readable/usable. I propose an easy fix that makes this tooltip be able to be turned to the normal settings of, "Off," "In Overlay," or "Always" within the normal F3+F6 menu.
