Data driven end crystal placement

As of now, end crystals can only be placed on obsidian and bedrock. There should be a tag that determines what end crystals can be placed on. This would allow datapack creators to allow other blocks (for example, crying obsidian) to have end crystals placed on them, or to not allow them to be placed on obsidian or bedrock.
