Strays Have Ice Tipped Arrows With Frost Effect

Since there is the new frost effect, I see no reason Strays should still have the slowness arrows, which were supposed to represent icy arrows anyway. We can tell for sure that they are covered in snow because skeletons are transformed to strays in powdered snow

The arrows would give you the freezing effect if it hits you, making you slower, and showing the frost around the rim of the screen. Getting hit enough will result in you taking additional freezing damage.

Strays would drop the arrows and I don't really care how else they are obtained, I'll leave that to Mojang.

  skeletons in powdered snow for a long enough time turn into strays and That is a great feature so make it more consistent by utilizing the freezing effect that is what turns them into strays in the first place.
