add a glitch vote!

a glitch vote would be like a vote for glitches to keep in the game. now unlike the mob vote, you can refer to ANY bug on the bug tracker.

    An example of a glitch players really wanted in the game was attribute swapping, which is used a lot in player versus player combat.
