Make the Off-Hand Fully Functional in Bedrock Edition

The off-hand in Bedrock Edition is much more limited than in Java Edition. I suggest making it fully functional, allowing players to use more items in the off-hand, such as tools, weapons, food, and other usable items. This would improve gameplay, make Bedrock more consistent with Java Edition, and give players more freedom without removing any existing features
