REMOVE ANVIL LEVEL USAGE LIMIT & REMOVE ITEM REPAIR LIMIT

I just lost my efficiency 4 pick bc the anvil wouldnt let me repair it, it takes effort to repair things. a netherite ingot is hard to get y'know, remove this 'feature' it's just cruel
