More freedom while making data packs

Data packs have things that actual mods (neoforge fabric stuff) can do but data packs DONT. like gui and changing more stuff in the files (like making a new folder for more complex data) so that people FINALLY can make mods into less-stuff versions of theirs mods as DATAPACKS (we can finally have mods that dont turn out as pure missing texture on EVERYTHING)
